The main action of government on citizens should be the protection of these citizens in their needs and services. On the other hand, citizens suffer due to this embezzlement. Generally speaking, the State is made up of the territory, the population and political power. These three bodies are irreversible in the development of the country. The territory is the meeting point of these two other bodies because whether the population exercises on the territory the political power exercises on the territory. The only difference is the existence of the population and political power. Who depends on the other? Who helps the other?The population for its part only votes. The political power promises good governance to the population and the population trusts it. And so, in African countries the promise does not arrive the population always laments: *New Demons new Calamities* because after their elections they do not change anything but rather they shake up what existed. Nowadays, we are witnessing intense embezzlement in the country's institutions and this embezzlement only brings the country into underdevelopment.

Everything is seen, everything is noticed but impunity remains a major problem with embezzlement and other economic crimes. What we notice is that if these institutions commit these actions, they are not punished but collaborate with each other and share the same misdeeds.
With regard to all these misdeeds, there should be responses to remedy them:
Sanction those responsible for these misdeeds and others will fear or even be afraid. Enable the authorities to fulfill their mandate as a public power guarantor of public order.
